The EPROM-Adapter accepts commonly used memory modules of the types 27xxx, 28xxx, and 29xxx into the 32pole (P)LCC case.
The left base is used to introduce devices with a DIL of only 28 connections, the right base for a DIL that also has 32 connections. (The manufacturers assigned PIN numbers from DIL to (P)LCC in such a way as to make it impossible to make do with only one base for both variations).
With EPROM-devices it is safe to assume that for a storage capacity of up to 64k*8 (e.g. 27C512) the left base is to be used, and that for devices with a higher capacity the right base should be used.
FLASH devices use all 32 connections already when endowed with a smaller capacity (e.g. 28F256). Therefor you should program these devices in the right base.

Before inserting the device into the adapter's base, do check which of the two bases is the correct one to use.
